It is a developmental navigation system.

Students should move intentionally from: awareness → exploration → understanding → planning → decision-making → transition → persistence. 

Schools cannot deliver that alone. Families, higher education, employers, community organizations, and workforce partners have defined roles within the system.

Students should not have to reach the end of high school before they begin understanding what comes after it.

Readiness develops over time.

It is not an intervention delivered in Grade 11 or 12.

The goal of CCR is not simply to get students into college or a career pathway. It is to prepare students and families to become informed consumers of education and workforce opportunities.
